16-1.01 No temporary or outwardly incomplete structure or building, no open excavation for a basement or foundation and no building or structure so damaged as to become unfit for use or habitation shall be permitted, maintained or remain in such condition for a period of more than six months, except by special permission of the City Council upon recommendation by the Planning Commission.

16-1.02 No building material, construction equipment, machinery or refuse shall be stored, maintained or kept in the open upon any lot, tract or parcel within a residential district, other than during actual construction operations upon said premises or related premises. Provided, the Board of Zoning Appeals may grant an exception to said requirement in un usual cases for a limited time.

16-1.03 No building or premises now located within the territory of the City nor any building hereafter erected therein, shall be used or occupied for any of the following purposes:

1.     Dump or dumping ground.

2.     Hazardous or toxic waste incineration, landfill or disposal facility.

3.     Acid manufacture.

4.     Cement, lime, gypsum or plaster of Paris manufacture.

5.     Creosote or tar treatment.

6.     Distillation of bones.

7.     Explosives manufacture or storage.

8.     Fat rendering.

9.     Fertilizer manufacture, both as an intended product or as a byproduct of other processes.

10.   Offal or dead animal incineration or reduction.

11.   Glue or soap manufacture.

12.   Junk yards or salvage yards.

13.   Public and private sanitary landfills.

14.   Any smelting and refining of base metals.

15.   Tanning, curing or storage of rawhides or skins.

16.   Recycling and production of carbon black from used tires.

17.   Industrial meat slaughtering.
