(b) Exception for outside commercial collectors and private residences. A dumpster remaining at a residence for more than a 30-day period shall not be considered on a “temporary basis” for purposes of this section and shall be in violation of this section.
(c) Required service. All citizens of the City of Gas who establish water service after August 1, 2010, are required to use solid waste collection services offered by the City of Gas or its designee. All fees and charges for solid waste collection shall be assessed to the utility bill of every water customer within the city limits for every active water meter established after August 1, 2010. Said fee may, at the option and upon a vote by the city council, be waived if proof to the satisfaction of the city council is provided by the person whose name the water meter is registered to that a water meter is not serving a residence.
