Before any of this article can be implemented, permission will have to be obtained from the governing body. Such permission shall be given upon a showing of compliance with all applicable laws and ordinances and a showing that the placement of the mobile home will not endanger public health or safety. If it approves, letters will be sent to property owners within a block radius to see if there are any legitimate objections to a mobile home being placed on the property. The property owners will have seven days to register any legitimate claim against a mobile home being placed on the property.

A building permit will be issued after the city superintendent has inspected all the setbacks required in Ordinance No. 328 as well as all of the requirements of this article. If the setbacks required and all the requirements of this article are not met, no building permit will be issued until all the requirements are met.

A mobile home must meet state code requirements and have attached to the mobile home the state certificate seal.

Wheels shall be removed from all mobile homes.

A mobile home must be tied down per the manufacturer’s specifications.

A mobile home shall be equipped with skirting on all sides. Skirting must be of material harmonious to the mobile structure. Skirting shall comply with requirements within 45 days after placement of the mobile home.

A mobile home shall be located in a well-drained area, and the lots shall be properly graded so as to prevent accumulation of stormwater and other water.

A mobile home shall have pier foundations installed directly under the main frame or chassis. The piers shall not be farther apart than ten feet on centers. Each shall consist of a two-square-foot pad by 24 inches below finished grade. Instead of these requirements, the owner may have a structural engineer design the pads to be placed under the main frame or the chassis of the mobile home.

A mobile home shall have the address on the outside of the mobile home. Numbers shall be large enough to be seen from the street.

A disconnecting means approved by the National Electrical Code shall be located below the electric meter, and a ground rod (approved by the National Electrical Code) shall be installed on a mobile home.

The gas line of a mobile home shall rise above the ground on the outside of the mobile home before entry through the skirting.

A sewer vent shall be installed on the sewer line on the outside of the skirting so the sewer gas may escape before entry into the mobile home.

A building permit application for a mobile home must be obtained from the city clerk at city hall.
