ARTICLE 1. GENERAL PROVISIONS
(a) There is hereby adopted and incorporated by reference the 1997 edition of the Uniform Building Code, volumes 1 and 2, 1994 Edition of the Uniform Plumbing Code, and the 2008 National Electric Code. No fewer than one copy of these codes shall be marked or stamped "Official Copy as Incorporated by the Code of the City of Gas," and shall be filed with the city clerk to be open to inspection and available to the public at all reasonable hours of business.
(b) In the event any existing or future adopted ordinances conflict with the codes adopted in subsection (a), then the codes adopted in subsection (a) shall apply unless the conflicting ordinance specifically indicates it applies in place of the applicable code.

(a) Required. No person shall erect, construct, enlarge or improve any building or structure in the city, or cause such work to be done without first obtaining a separate building permit for each such building or structure from the city clerk.
(b) Application. To obtain a permit, the applicant shall first file with the city clerk an application in writing on a form furnished for that purpose. Every such application shall:
(1) Identify and describe the work to be covered by the permit for which application is made;
(2) Describe the land on which the proposed work is to be done, by lot, block, tract, and house and street address, or similar description that will readily identify and definitely locate the proposed building or work;
(3) Indicate the use or occupancy for which the proposed work is intended;
(4) Be accompanied by plans and specifications for proposed construction;
(5) Be signed by the permittee, or his authorized agent, who may be required to submit evidence to indicate such authority; and
(6) Give such other information as reasonably may be required by the city clerk.
(c) City clerk’s review. The city clerk shall review all building permit applications to determine if the site of the proposed construction is reasonably safe from flooding and may make recommendations for construction in all locations which have flood hazards.
(d) Requirements in flood hazard locations. The city clerk in reviewing all applications for construction in flood hazard locations within the city shall require that any such proposed construction or substantial improvement must:
(1) Be designed and anchored to prevent the flotation, collapse or lateral movement of the structure or portions of the structure due to flooding;
(2) Use of construction materials and utility equipment that are resistant to flood damage; and
(3) Use of construction methods and practices that will minimize flood damage.

The governing body, in reviewing all subdivision applications, shall make findings of fact and determine if:
(a) All such proposed developments are consistent with the need to minimize flood damage;
(b) Adequate drainage is provided so as to reduce exposure to flood hazards;
(c) All public utilities and facilities are located so as to minimize or eliminate flood damage; and
(d) New water and sewer systems shall be constructed to eliminate or minimize infiltration; moreover, on-site waste disposal systems will be designed to avoid impairment.

(a) The governing body designates Flood Hazard Boundary Map No. H 01, dated July 7, 1976, and amendments, as the official maps, delineating certain zones with relative degrees of flood hazard.
(b) The governing body will cooperate with neighboring jurisdictions with respect to adjoining drainage areas and floodprone areas in order to prevent aggravation of the flooding problem, and will work with appropriate state and federal agencies in every way possible in complying with the National Flood Insurance Program.

(a) All buildings fronting on any of the public streets and avenues of the city shall be numbered.
(b) The numbering of buildings shall begin at the crossing of Main Street and First Street, and proceed as follows: “The streets running east and west shall begin by numbering east from Main Street, commencing with the northwest corner of the blocks facing on that street and shall be numbered alternately with the odd numbers on the south side of the street and the even numbers on the north side of the street; and the streets shall be numbered west from Main Street beginning with the northeast corner of the blocks facing on that street, and be numbered alternately, the odd numbers being on the south side of the street and the even numbers on the north side; and the streets running north and south shall be numbered north from First Street beginning at the southwest corner of the blocks facing on First Street, the odd numbers on the east side and the even numbers on the west side of the street; and the streets shall be numbered south from First Street beginning at the northwest corner of the blocks facing on that street, the odd numbers on the east side and the even numbers on the west side of that street.
(c) The numbering shall be so arranged as to make each block receding from the crossing of First Street and Main Street numbering 100 more than the preceding block and allowing 25 feet to each number.
(d) Any person erecting any building on any vacant lot within the city shall comply with this section within ten days after the building shall have been completed.
(e) There shall be kept in the office of the city clerk a correct plat of the city upon which there shall be numbered correctly, under the provisions of this section, the number of each lot; and this plat shall be open to the inspection of the public for the purpose of ascertaining the correct numbering of the buildings within the city.
