13-1.01 The regulations set forth in this section, or set forth elsewhere in these regulations, when referred to in this section are the regulations in the High Density Residential Development Overlay District (RH). The purpose of this district is to provide higher density structures that would be compatible with surrounding land uses. There is no height limit for apartment buildings. This district provides for (1) the more efficient use of land, as compared with the typical single-household development, making available needed housing at a more affordable cost; (2) the design of dwellings that integrate and relate internal-external living areas resulting in more pleasant and enjoyable living facilities; (3) by placing the dwelling within reduced yards thus permitting the outdoor space to be grouped and utilized to its maximum benefit.
13-2.01 In a High Density Residential Development Overlay District no building, land or premises shall be used and no building or structure shall be hereafter erected or altered unless otherwise provided for in these zoning regulations, except for the following uses:
1. Single-household dwellings with permanent foundations. The overlay district will be placed over any district where single-household dwellings are a permitted use. Platting of such dwellings shall be required.
2. Multi-household buildings. This overlay district will be placed over any district where multi-household dwellings are a permitted use.
3. Accessory buildings and uses customarily incidental to the above use, including a private garage, all being located on the same lot.
4. Each dwelling shall be located on its own individual platted lot. If areas for common use of occupants of the development are shown on the plat, satisfactory arrangements shall be made for the proper and continuous payment of taxes and maintenance of the common open space and facilities without expense to the general taxpayers of the City. The plat shall indicate easements appurtenant thereto.
5. Additional standards to be utilized in the rezoning approval process include:
a. Integration of interior and exterior living areas
b. Avoidance of visual monotony created by excessive block lengths
c. Landscape and buffers
d. Location primarily on cul-de-sacs where appropriate
e. Promotion of non-uniform setbacks where appropriate
13-3.01 Two off-street parking spaces shall be provided for each dwelling unit.
13-4.01 Height. Single household and two-household dwellings shall not exceed 35 feet and/or 21/2 stories in height. Multi-household dwellings shall not exceed 45 feet and/or three stories in height.
13-4.02 Front yard. The depth of the front yard for single-household dwellings shall be at least 25 feet. The depth of the front yard for multi-household buildings shall be at least 35 feet.
13-4.03 Side yard. For single-household dwellings, there shall be a side yard of at least 21/2 feet on all sides of a dwelling. For single household dwellings, all detached accessory buildings shall provide a minimum side yard of ten feet. For multi-household buildings, there shall be a side yard of at least 20 feet on each side of a building. All detached accessory buildings to a multi-household dwelling shall provide a minimum side yard of 20 feet.
13-4.04 Lot dimensions. For single-household dwellings, the minimum width of a lot shall be 30 feet. The minimum depth of a lot shall be 100 feet.
13-4.0.5 Lot area per household. Every single-household dwelling established shall provide a minim um lot area of 3,500 square feet per household. Every multi household dwelling shall have a minimum lot area for apartment units of 2,000 square feet per household.
13-4.06 Maximum lot coverage for single-household dwellings. The total lot coverage permitted for all single-household dwellings on the site shall not exceed 50 percent of the lot area.
